“In a very real sense, this is so much more than bricks and mortar; it’s a change in the model of care,” said Pence, who called the effort a “new era for treatment of mental health and addiction.” Construction on the hospital, which will eventually replace Larue Carter Memorial Hospital on the Indianapolis Westside, will begin in April. It is expected to open to patients in 2018 and will be financed through 20-year taxable bonds.
